Carin Hutchins has been named Vice Chancellor, Fiscal Affairs at San Jacinto College.
Hutchins joined San Jacinto College in 2020 as associate vice chancellor, finance. In this role, she oversaw the comptroller’s office, student financial services, financial planning, analysis and budget, and the district records management office. As the vice chancellor, Hutchins will lead several College departments including facilities services, contracts and purchasing, auxiliary services, internal audit, safety, health and risk management, budgets, accounting and financial services, comptroller, office of grants management, office of emergency management, and the police department. She will also serve in an advisory board role with the San Jacinto College Foundation.
“Carin has more than 20 years of fiscal affairs experience in higher education, specifically at community colleges, and her previous role and relationships here at San Jac will assist with a seamless transfer to this new role,” said Dr. Brenda Hellyer, Chancellor, San Jacinto College. “Her extensive experience in strategic budgeting and planning, along with project management and systems implementation, will serve her well as she transitions to the vice chancellor position. She has a reputation of being a collaborator and innovator, and I look forward to working with her.”
Hutchins began her career in public accounting working for Deloitte and Touche. She worked as assistant controller for the Lower Colorado River Authority in Austin and was later promoted to controller. Since that time, Hutchins has held positions of increasing responsibility with large community colleges including associate vice chancellor, finance and accounting at Houston Community College, and associate chief financial officer at Lone Star College.

Hutchins holds a master’s in business administration from the University of Texas and is a Certified Public Accountant. She replaces Teri Zamora, who announced her retirement effective at the end of February.
