San Jacinto College is required to provide regular reporting on HEERF, which includes Coronavirus Aid, Relief, and Economic Security Act (CARES Act – HEERF I), Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA – HEERF II), and American Rescue Plan Act (ARPA -HEERF III).
Funds received by San Jacinto College under the CARES Act, CRRSA, and ARPA were authorized by Congress and signed into law by the President on March 27, 2020, CRRSAA on December 27, 2020, and APRA on March 11, 2021.
The information noted below is intended to not only meet the reporting requirements of the CARES Act, CRRSAA, and ARPA, but also provide information to the community regarding San Jac’s use of the Higher Education Emergency Relief Funds (HEERF).
San Jacinto Community College District (SJCCD) was required to sign a Certification
and Agreement document in order to access funds under these programs. The Certification
and Agreement requires each institution applying for HEERF funds to comply with Section
18004(e) of the CARES Act. SJCCD signed and submitted the U.S. Department of Education
Certification and Agreement for Emergency Financial Aid Grants to Students under the
Coronavirus Aid, Relief, and Economic Security (CARES) Act on April 20, 2020, the
Institutional agreement portion on May 5, 2020 and the Minority Serving Institutional
agreement portion on August 1, 2020. SJCCD acknowledged that under Section 18004(a)1
of the CARES Act, the institution has used, or intends to use, no less than 50 percent
of the funds to provide Emergency Financial Aid Grants to students.
Indirect costs to funds are available under this award consistent with its negotiated
indirect cost rate agreement.
SJCCD is required to provide a detailed accounting of the use of funds provided by
this award promptly and timely. (No later than 6 months after the date of the award)
SJCCD has also established and uses written internal procedure for the grant fund
spending.
The Coronavirus Aid, Relief, and Economic Security (CARES) Act - Higher Education Emergency Relief Fund (HEERF) Grants at the San Jacinto Community College District provides emergency financial assistance to eligible students and institutional expenses directly related to the disruption of campus operations due to COVID-19. SJCCD is awarded a total of $9,539,577 in 2020 from the U.S. Department of Education to use towards emergency funding.
The Coronavirus Response and Relief Supplement Appropriations Act (CRRSAA) - Higher Education Emergency Relief Fund (HEERF) Grants at the San Jacinto Community College District also provides emergency financial assistance to eligible students and institutional expenses directly related to the disruption of campus operations due to COVID-19. CRRSAA HEERF Grants support financial aid to students, student support activities, and cover a variety of institutional costs – including lost revenue, reimbursement for expenses already incurred, technology costs associated with a transition to distance education, faculty and staff trainings, and payroll. SJCCD is awarded a total of $25,147,794 in 2021 from the U.S. Department of Education to use towards emergency funding.
Under section 2003(7) of the ARP and section 314(c)(3) of the CRRSAA, the recipient must make emergency financial aid grants to students (which may include students exclusively enrolled in distance education), which may be used for any component of the student’s cost of attendance or for emergency costs that arise due to coronavirus, such as tuition, food, housing, health care (including mental health care), or childcare. SJCCD is awarded a total of $43,712,967 in 2021 from the U.S. Department of Education to use towards emergency funding.
